Jim Noe, Executive Director
Jim (James) Noe serves as executive director of the Shallow Water Energy Security Coalition. Additionally Mr. Noe serves as Executive Vice President for Hercules Offshore Inc., and as President and Chief Executive Officer of Delta Towing.
Previously, he served as Corporate Counsel for BJ Services Company, a worldwide oilfield services provider. Mr. Noe also served as Corporate Counsel for Single Buoy Moorings, a Monaco-based company that designs, owns and operates floating production systems (FPSOs and FSOs). Early in his career, Mr. Noe was in private practice with the New Orleans law firm of King, LeBlanc & Bland, where he focused on corporate and commercial issues for oil and gas companies and shipyards. During his private practice, Mr. Noe represented shipyards in large naval construction disputes before the U.S. Court of Federal Claims and the U.S. Court of Appeals for the Federal Circuit. He also represented vessel and rig owners in large construction disputes and arbitrations in Europe and the Far East.
Mr. Noe holds a Bachelor of Arts with honors from the University of Alabama and a Juris Doctorate from Louisiana State University. He is licensed to practice law in Louisiana and Texas.
